There are many different waterproofing membranes that all have different drying times. However, these drying times are all affected by humidity, ambient temperature, substrate temperature, wind and sunlight. Sheet membranes are a little different as they are placed and are immediately waterproof.
This depends on the type of waterproofing that has been used. As a general rule it is best to check with the manufacturers technical data.
You do not need a waterproofing certificate in NSW as long as you get the work that you have done inspected by a certifying body. They can ensure that the waterproofing you have completed meets with the relevant Australian standards.
